    As far as I remember, the PE and LE codec packs are inside the 'Installers' folder when you download the main MC installer package. Just checked with the 8.8.4 installer on my home PC and they're present on this version.

    Spectramatte is a fairly decent keyer but is showing it's age, as Avid haven't really updated it since it was introduced over a decade ago. One of it's good points is that it's usually a real-time effect on the timeline, but it does have some serious shortcomings - such as the fact that apart from basic horizontal & vertical crops

    The correct way of using the Pan & Zoom tool is as you described in the latter part of your post - that is, to drop the effect onto filler (or even the imported image clip on the timeline) and click the Import Image button to point to the original file. There are situations where this can sometimes fail, and there's a thread where this was covered

    The way I would do this is load all the clips into a sequence, Alt/option lasso (left to right) all the clips, and then double-click on a previously created Timewarp effect. This will apply the speed change to all clips. Not quite the same as creating media with the speeds baked in, but it would be a lot quicker on linked clips, rather than batch importing
