Mapping an effect to the keyboard

I have a load of effects I've made kept in a bin that I use on a daily basis. It would be fantastic if I could map an effect to the keyboard. As something as simple as mapping a Film Dissolve of 20 frames to a certain key. Is it a possibility to 'drag and drop' to a segment or cut point?

Is there a way to store custom made effects into the Effect Tab in the Project Window? Therefore Avid would know where to find them.

    Something to think about.

And or at the VERY least go back to how Avid used to work with dissolve effects by remembering the last version and duration of them that was used.
